Course content
Lecture Topics: 1. Planning levels (strategic, tactical and operational) for public administration. 2. Strategic planning. 3. Tactical planning, operational planning. 4. Methods of strategic planning and management. 5. Strategic documents at national level and their interconnection with international documents. 6. Principles of creation and updating of strategic documents at municipal level. 7. Ways and techniques of detecting needs and feedback of citizens. 8. Use of strategic planning and management. 9. Evaluation of strategic and tactical documents. 10. Analysis of individual documents at the national level. 11. Analysis of documents at regional level. 12. Links between individual documents and their impact on regions. 13. Practical preparation of strategic and tactical documents for municipalities and cities.

Monologic (reading, lecture, briefing), Dialogic (discussion, interview, brainstorming)

Learning outcomes
Learning outcomes of the course unit The course will provide students with current knowledge of the functioning of public administration and hierarchical planning. Hierarchical planning is a typical example of a "top-down" approach that is more political and directive. Strategic planning is characterized by long-term time scale and extensive spatial delineation. Tactical planning is medium-term, medium-sized, and its role is primarily to meet strategic objectives. Tactical planning should define the tools, means and methods that will determine the exact timing and order of activities that will be necessary to achieve the long-term goal, thus linking strategic and operational management. Students will deal with the hierarchical planning system in the Czech Republic. Long-term strategic and tactical documents at national and regional level will be made available to them.
The course is beneficial for students in the following areas: - familiarization with the latest methods of dealing with governance and development strategy documents at home and abroad, - develop the ability to apply practical knowledge into practice, - improving of language skills owing to studying foreign sources, and some lectures in English.

General knowledge.

Assessment methods and criteria
Oral examination, Test, Seminar work

Credit Requirements: Solving pre-assigned tasks. Examination Requirements: Written test and oral exam; verifying the knowledge of the substance within the scope of this syllabus.
