Course content
Lectures - 1 lecture 2 hours 1. Definition, essence and goals of social policy, terms used in social policy. 2. Social rights in international documents. 3. Development of social policy, characteristics of development. 4. Actors and basic principles of social policy. 5. Functions of social policy in the context of modern social policy. 6. Tools of social policy. 7. Mutual relations of economic and social policy. 8. The role of the state in social policy. 9. Definition, origin, and development of the welfare state. 10. Typology and activities of the welfare state. 11. The "crisis" of the welfare state. 12. Social policy in the period of economic and social transformation in the Czech Republic. 13. Social security systems, the concept and content of social assistance. Sources and methods of financing in social policy. 14. Orientation of social policy of the European Union. Developments and current trends in European social policy. Seminars 1. Practical examples of active and passive social policy. 2. Social rights - practical application in the Czech Republic. 3. Examples of state intervention in social policy. 4. Analysis of specific examples of the objects and subjects of social policy. 5. Practical examples of the application of social policy functions. 6. Examples of application of social policy instruments. 7. Contexts of economic and social policy. 8. The importance of the state in the Czech conditions - historical context. 9. Current issues of the Czech welfare state. 10. Analysis of the welfare state according to Titmuss's typology - residual welfare state. 11. Analysis of the welfare state according to Titmuss's typology - institutional and work performance welfare state. 12. Application of rescue social network functions in Czech conditions. 13. Practical examples of social events - the level of social protection in the Czech Republic. 14. Diversity of social policies in EU member states.

Learning outcomes
The aim of the course is to broadly define social policy as a scientific field and as a practical activity. Attention is paid to the genesis of social policy, its goals, principles, functions and tools. Furthermore, the course acquaints students with the issues of mutual relations of economic and social policy, and the concept of market economy. Students will become familiar with the basic starting points, approaches, and activities of the welfare state, including the "crisis of the welfare state" related to the redistributive activity of the state and ensuring a minimum level of social protection.
Students will acquire new competence regarding principles, functions, and tools of social policy. They will be able to adequately respond to various situations in practice in the context of these attributes.
