Course content
Thematic areas of lectures: Public goods and services - terminology, characteristics and definitions, typology. Theory of public service economics. Evaluation of public services - methods and approaches. Financing of public services. Performance and its measurement in public services. Organizations providing public services - types of organizations and their legislative framework. Public service management - managerial methods and techniques applied in public administration Personnel management in public services. Models of employment, evaluation of employees in public administration, remuneration and training of officials. Principles of management in public services. New Public Management. Selected management tools used in public administration - CAF, benchmarking, Balanced Scorecard. Public Private Partnership. Marketing of services provided by public authorities.

Learning activities and teaching methods
Monologic (reading, lecture, briefing), Dialogic (discussion, interview, brainstorming), Work with multi-media resources (texts, internet, IT technologies)
  • Preparation for classes - 25 hours per semester

Learning outcomes

Based on the theory of public services, students can specify approaches in the management, evaluation and financing of these services. Last but not least, students will learn the strategies and practices of public service marketing.

Assessment methods and criteria
Written examination, Didactic test, Seminar work

Credit Requirements: Seminar paper (comparizon of strategic documents, marketing concept design of a selescted municipality, project documentation for the use of subsidy, etc. use of SERVQUAL method) Credits will be awarded not earlier than 14 days before the end of the semester in accordance with the measure of Dean No. 124/2017 Article 15. Examination Requirements: During the test, students demonstrate knowledge of business management services. The examinations will be written 3 weeks before the beginning of the examination period in accordance with the measure of Dean No. 124/2017 Article 15.
