Course content
|
1. Basic sociological concepts I. Introduction to the sociological way of thinking. The problem of nominal and real concepts, their use in decision-making practice. 2. Traditional and contemporary functions of the countryside - agriculture as a key? Environmental aspects of regional development. 3. Basic sociological concepts II. Rural versus urban - a problem with the definition of the countryside sociologically, politically, geographically. The discrepancy between urban and rural areas and efforts to overcome it. 4. Culture, rural culture, its rise and fall. Center and periphery in Czech (Czechoslovak) politics. 5. Sustainability of so-called soft factors: Modernity project and "Rural project" of the EU and support of rurality, examples of quite sustainability. 6. Representation of the countryside as a political problem, political discourse on rural development. 7. EU and regional development in the Czech political discourse. Development vs. sustainability. 8. Public administration reform and institutional assumptions of regional policy in the Czech Republic. 9. Legislative framework of regional policy in the Czech Republic and its correction. Examples from practice. 10. Systems of territorial public administration and political process at subnational levels. 11. Local models of democracy. Regional and local electoral systems. Examples from practice. 12. Civic participation and political partisanship at the regional and local level. 13. Regional and municipal political coalitions and models. Examples from practice. 14. The municipality and the limits of its decision-making on development programs.

Learning outcomes
|
The course is designed into three interconnected thematic areas: A) The discrepancy between urban and rural areas as a product of modernization tendencies. Current problems of rural political representation. Specifics of Czech political discourse on rural development. B) State administration and self-government in the development of regions. Institutional and legislative framework of regional development, its correction. Emphasis on the development of municipalities. C) Vertical arrangement of power structures from the supranational level through the key role of the nation state to subnational levels of political decision-making. The concept of multilevel governance and the problems of its functioning in practice. Exercises focus on the interpretation of selected sociological and political texts and on the practical examples.
