Course content
Lectures: 1. Basic's information 2. Administrative law - definition - public administration, types of public administration, administrative law and administrative science, sources, subjects, administrative-legal relations, basic principles of administrative authorities 3. Forms of public administration activities - abstract and specific administrative acts and their requisites, characteristics and defects; public contracts; factual instructions and enforcement actions; other acts 4. Organization of public administration - concept of public administration organization, state administration, self-government, other bodies performing public administration, competence and authority, organization of public administration in the Czech Republic, state service 5. Control of public administration - parliamentary control, the Supreme Audit Office, public administration and courts 6. Administrative proceedings - concept, general and special administrative proceedings, administrative proceedings before selected administrative authorities, decisions, appeals, complaint 7. Administrative punishment - procedural and substantive administrative criminal law, punishment of natural and legal persons, administrative penalties, protective measures, infringement proceedings 8. Administrative justice - administrative courts, action, parties, cassation complaint 9. Administrative supervision and control 10. Protection of personal data 11. Free access to information 12. European administrative law - history, sources, EU administrative law 13. Reserve Exercises: 1. Basic's information 2. Private and public law, principles of public law 3. Learning outcomes
The aim of this course is introduction to basic institutes of administrative law as part of the public administration law and to provide them with knowledge of the place and role of the administrative law in the legal system of the Czech Republic. This also increases the legal consciousness of graduates. Particular attention will be given to administrative acts, public contracts and other specific administrative acts and to substantive administrative law.
Subject provides knowledge of the principles of organization and functioning of public administration in the Czech Republic and the principles and basic institutes of organizational, substantive, procedural and criminal administrative law.

Assessment methods and criteria
Oral examination, Test, Seminar work

Credit requirements: 1. Participation in exercises (up to two absences) 2. Elaboration of written seminar work on a given or chosen topics 3. Credit test Credits will be awarded not earlier than 14 days before the end of the semester in accordance with the measure of Dean No. 124/2017 Article 15. Examination requirements: During the examination, students demonstrate knowledge of the basics of administrative law. Students take randomly two exam questions from the list of exam questions. One from part A (procedural law), one from part B (material law). The examinations will be written 3 weeks before the beginning of the examination period in accordance with the measure of Dean No. 124/2017 Article 15.
