Course content
|
The main topics of the consultations: 1. The development and the causes of formation of regional policy, definition of regional policy and the motives of its existence (economic, environmental, social and political). 2. The concept, the external context and approaches to regional policy. 3. Objectives and instruments of regional policy (microeconomic, macroeconomic, protectionism). 4. Meaning and development of regional policy of the European Union, economic and social cohesion, the principles of EU regional policy, the regional and structural policy of the European Union supported regions, NUTS. 5. The legislative framework for regional policy in the European Union, the institutional framework for regional policy. 6. Principles of regional and structural policy of the European Union, the programming, the mechanism of links. 7. Instruments of regional and structural policy - funds, Community Initiatives and other financial institutions. 8. The development and concept of the European regional policy, regional disparities in the country. 9. The legislative framework of the European and Czech regional policy, the instruments of the regional policy. 10. The program security of the European and Czech regional policy, supported regions. 11. Institutional security of the European and Czech regional policy. Providing links of central, regional and local authorities in the political, financial, planning and managerial support to regional development in the country. The role of counties and other entities in the regional policy and regional development. Regional development agencies in the country. Chambers of Commerce, local action groups, and etc. 12. Coordination and management of funds for regional policy in the country. The impact of regional programs. The future of cohesion policy. 13. The implementation of regional and municipal development on model and real examples. Development projects, project catalogs established science and technology parks - example of cooperation between the public and private sector in meeting the objectives of regional and municipal development. 14. Planning in the regional policy, project preparation, individual types of documents and projects. Other topics of the consultations: The programs supporting the development of municipalities, cities and regions). Objectives, purpose and tasks of development programs. The legislation, co-ordinating role and structure of program development. Analysis of external and internal conditions of the municipal, city and region development, SWOT analysis). Identification of problems, barriers, limits, opportunities and presumptions of regional and municipal development. Development factors in regional and local level Methods of formulating strategies (concepts) of the regional and municipal development, priorities, objectives and directions of regional development in documents.) Entering and working with development programs of municipality, cities and regions. The meaning and use of development programs in terms of applications for support from various development funds of the CR and the EU and other sources. Presentation of projects processed.

Learning outcomes
|
The main aim of this course it to make students familiar with the general principles of regionalism and regional development as a comprehensive approach addressing the problem areas. It focuses on the application of this approach in terms of regional policy that deals with the problems arising from the existence of interregional differences. The general part is followed by regional and structural policy of the European Union and the concept of regional policy in the country.
Students will understand the main topics leading to information of the principles of regional planning according to methodological approaches and principles of the EU. Preparation and processing of program documents. Relations between projects and program documents. Utilization of means from structural funds and the grants. Analysis of data processing. Setting of objectives, priorities and project measures. Project financing. Processing of financial plans. Methods for project monitoring and overall assessment.
