Course content
1. Introduction to the subject - water management in the Czech Republic, their management and use, water management services, investment in water management, situations before and after accession to the EU - implementation of directives and their implementation, water economy, impact of floods and drought on water resources, river basin planning, international cooperation, information systems in water management, possible consequences of climate change for the water regime of the Czech Republic 2. Water law in the law system - law, system of law, sources of law, legal order, water law in the past, legislative framework of water management, public administration, water law as part of administrative law, basic principles of administrative authorities, public administration control, liability for damages, administrative justice 3. Water Law - Basic Concepts - water types, water planning, water protection, watercourse, waterworks, flood, water authority 4. Water management ways of using water - permission, change, termination, authorized 5. Approval, expression, authorization of certain activities 6. Watercourse and its management, river basin management and water planning - definition of watercourse, watercourse trough, watercourse management and stewardship system, river basin management, rights and responsibilities of river basin managers, water planning legislation 7. Waterwork (water structure) - waterworks as special constructions, ponds, permitting of water works, waterworks for announcement, changes in water works and their use, removal and dismantling of water works, putting into use, obligations of owners of water works, technical and safety supervision 8. Public administration in water management - state administration according to water law, water authorities, water authority, division of competencies in water management, execution of state administration in water management, Public Administration Information System VODA 9. Water-administrative proceedings - water-administrative proceedings, measures of a general nature, water records (register) 10. The status of water law in international law and European Union law - bases of international law and EU law, the position of environmental law and water law in the system of international law and EU law (including relevant international treaties and European directives), the impact of international and European law on the law of the Czech Republic with a focus on water issues , 10a and 10b of the Constitution and issues of the implementation of European law), international water cooperation (Border Waters Commission, MKOL, MKOD and MKOO) 11. Water protection, sanctions and fees - harmful substances, accidents and obligations at its disposal, remedial measures, the basic principles of flood protection related environmental legislation (Act on nature and landscape protection, the law on environmental damage), Ministry of Environment as a central water authority, Supreme Water Management Supervision of view The Ministry of the Environment, the Czech Environmental Inspectorate and its Competence, sanctions, charges for the discharge of wastewater into surface or underground waters, groundwater abstraction fees 12. Learning outcomes
The aim of this course is introduction to the problems of law in the field of water management, especially water and fishing rights, as well as legal regulation of the operation of water supply and sewerage, administrative law and environmental law.

Prerequisites
Credit requirements: 1. Participation in exercises (up to two absences) 2. Elaboration of written seminar work on a given or chosen topics 3. Credit test Examination requirements: During the examination, students demonstrate knowledge of the basics of water law, fisheries law, administrative law and related legal norms. From the set test ranges, students will draw 2 questions.
