Course content
Lectures: 1. Fundamental legal terms, the Council regulations and the Council of Europe convention for human rights and biomedicine and its application in practice. 2. Health law - basic legal regulations in health service. 3. Financing of health care in the Czech Republic, legal regulations of public health insurance. Fundamental principles of health care providing, personal range of health insurance. 4. Payers of insurance on the public health insurance, way of insurance calculation. 5. Rights and duties of policyholders, care providing by means of public health insurance. 6. Problem of regulation charges. 7. Health service management and organization. 8. "Lege artis" procedure and types of legal liability. 9. Rights and duties of a physician and a patient. 10. Informed consent (patient's right of self-determination). 11. Health documentation. 12. Compulsory secrecy of health workers (protecting of personal data and information). 13. Positive and negative undertaking. 14. Transplantation of tissues and organs. 15. Questions of assisted reproduction. 16. Legal regulations concerning artificial abortion. Tutorials: 1. Health law - basic legal regulations in health service, work with the text of legal regulations. 3. Financing of health care in the Czech Republic, legal regulations of public health insurance. Fundamental principles of health care providing, personal range of health insurance. 4. Payers of insurance on the public health insurance, insurance - calculation of practical examples. 5. Rights and duties of policyholders, care providing by means of public health insurance. 6. Problem of regulation charges, explanation of misconduct at payments of regulation charges. 7. Health service management and organization. 8. "Lege artis" procedure and types of legal liability - practical examples. 9. Rights and duties of a physician and a patient. 10. Informed consent (patient's right of self-determination), terms of an instruction. 11. Health documentation - work with respective legal regulations. 12. Compulsory secrecy of health workers (protecting of personal data and information). 13. Positive and negative undertaking. 14. Transplantation of tissues and organs from the alive and the dead donor. 15. Questions of assisted reproduction including the way of reimbursement from the public health insurance. 16. Legal regulations concerning artificial abortion, forms of financing.

Learning outcomes
The subject informs students about law and valid legislation relating to the health care system including its financing, rights and duties of health professions and rights of patients and policyholders. Lectures will be focused on selected regulations of the European Union (especially the Council Regulation no. 1408/71 and no. 574/72 and the Convention for the protection of human rights and dignity of the human being with regard to the application of biology and medicine) and their impacts on our national legislation. Health management and updating of legal regulations in the sphere of health service will be lectured too. Aims: - To know fundamental legal terms. - To orientate oneself in the system of law in the Czech Republic. - To make sense of the relation of legal systems between the Czech Republic and the European Union in the sphere of health service. - To know basic legal rules in the health care system. - To know patient's rights and the way of their enforcement. - To know rights and duties of health workers. - To be able to apply knowledge and skills gained in practice in individual segments of health care.
The student has to have knowledge in: The system of legal relations in the sphere of health service (including health management). Legal regulations in the sphere of health care financing. Legal form of the status of a policyholder/client in the system of public health insurance. Legal rules solving the status of a patient in health care institutions. Duties of a physician and other health workers. Relation of health law to the European Union law. The student is able to: Make the system of health insurance clear. Analyse legal rules in the sphere of health law including its application to particular cases. Acts in relations of health insurance. Practically use knowledge of health law. Provide basic legal aid in legal relations in the sphere of health service.

Assessment methods and criteria
Oral examination

Attendance at lectures, filling tasks defined at tutorial, self-study and elaboration of a seminary work on the particular theme. Credit: - Presentation of the seminary work and its defence. - Activity and initiative at lessons. - 80 % attendance at tutorials minimally. - Successful pass out of the final test.
