Course content
Lectures I (1 lesson): 1. General introduction and general basics in the crisis management system. 2. Basic concepts related to risk management and the field of crisis management. 3. Crisis management system in the Czech Republic. 4. Risk management in general. 5. Brief description in practice of the most used legal regulations in the crisis management system. 6. Brief description of other legal regulations (legislative and non-legislative type) useful in preparing for crisis situations and their resolution. 7. Risk management according to the Czech technical standard ČSN ISO 31000 (010351). 8. Crisis management bodies in general and their mutual links. 9. The Government of the Czech Republic in the crisis management system and crisis measures announced by it. 10. Ministries, other central administrative authorities and the Czech National Bank in the crisis management system. 11. Authorities of the region and other authorities with jurisdiction over the territory of the region in the crisis management system and crisis measures announced by the governor. 12. Crisis measures announced by authorities of municipalities with extended powers and municipalities in the crisis management system and mayors. 13. Security advice in the crisis management system. 14. Crisis staff in the crisis management system. Seminars I (1 lesson): 1. Entry of the form of the method of verification of study results and other requirements for the student in the winter and summer semesters. 2. Active examination of knowledge of general basics in the crisis management system. 3. Active examination of knowledge of terms devoted to risk management and the field of crisis management using the comparative method. 4. Active examination of knowledge of the crisis management system in the Czech Republic in comparison with neighboring countries. 5. Active screening of knowledge of the risk management process. 6. Active examination of knowledge of basic legal regulations in the crisis management system. 7. Active examination of knowledge of other legal regulations to deal with extraordinary events and crisis situations. 8. Active examination of knowledge of Czech technical standards Risk Management. 9. Active examination of general knowledge about crisis management bodies and their interrelationships. 10. Acquaintance with the ongoing tasks and activities of all affected entities after the announced crisis measures by the government of the Czech Republic. 11. Active examination of general knowledge about the activities of ministries, other central administrative offices and the Czech National Bank. 12. Acquaintance with the developed tasks and activities of all affected entities after the announced crisis measures by the governor of the region. 13. Acquaintance with the developed tasks and activities of all affected entities after the announced crisis measures of the mayor of the municipality with extended powers and the mayor of the municipality. Learning outcomes
The aim of the course is to acquaint students with the essence of crisis management, with the causes of extraordinary events and their transition to crisis situations. Clarification of the institutional breakdown of crisis management, with general principles of coordinating forces and resources to resolve crisis situations. Acquaintance with the essence of dealing with extraordinary events and crisis situations, with the procedures for creating strategies for coping with them. Functions and roles of competent persons in the system for dealing with extraordinary events and crisis situations, including familiarization with crisis management information tools. Emphasis is placed on the essence of solving crisis situations and the quality of crisis management in public administration.
Students will know the basic problems of crisis management from the point of view of planning, organizing, managing and controlling activities and will have knowledge not only about crisis legislation with an emphasis on legislation concerning crisis management bodies but also about crisis documentation. They will acquire skills in designing and assessing the effectiveness of security measures related to the deployment of IZS components within the framework of rescue and liquidation work during emergencies and crisis situations. They will have insight and experience in performing risk analyses.

Assessment methods and criteria

Written papers (in WS, a seminar paper of at least 4 A4 pages on the topics of Risk Management, Crisis Management, Risk Management, in SS, a seminar paper of at least 4 A4 pages on the topic of Multi-criteria risk analysis of the municipality or city where I live). In order to be awarded credit, it is necessary to complete 80% of the seminars. In order to pass the exam, it is necessary to obtain credit and have the results of seminar papers accepted. Verification of the study result is an oral examination.
