Lectures II (1 lesson): 1. Basic documentation of security councils and crisis teams. Emergency planning. 2. Crisis planning. Marking, registration, handling and storage of documents and other materials containing special facts and the procedure for determining persons in contact with special facts. 3. Type plans of specific types of impending crisis situations identified in the threat analysis. 4. Analyzes of risks and tools for solving crisis situations. Possible threats (threats), risk analysis using selected programs. 5. Risk analysis using brainstorming and brainwriting methods. Risk analysis using SWOT and HVA methods. 6. Risk analysis using the KARS and SIPROCI methods. Financial security of crisis measures. Information systems used in the crisis management system. 7. Tasks of central authorities and other state administration authorities in the implementation of the preparation of measures to solve crisis situations, tasks of regional authorities and municipalities. The basic function of the state, the importance of critical infrastructure from the point of view of solving crisis situations. 8. Development and stages of a crisis situation, factors of crisis situations. Organization of public administration in the Czech Republic ? explanation of the terms administrative authority, authority and scope, decentralization x deconcentration of public administration. 9. Territorial and professional self-government ? municipal and regional institutions, interest chambers. Authorities of municipalities and regions, their creation and authority. 10. Legal regulations of territorial self-governing units, transferred and independent competence of the ÚSC. Control of public administration, liability for damage caused by an illegal decision or incorrect official procedure of public administration bodies. 11. Administrative proceedings - general introduction, explanation of basic concepts - participants in the proceedings and their representation, basic principles of administrative proceedings, administrative discretion, actions before starting administrative proceedings, delivery. 12. Central public administration bodies, their legal anchoring and norm-making. Seminars II (1 lesson): 1. Repetition of lectures and coursework from the winter semester. 2. Active examination of knowledge from the basic documentation of security councils and crisis teams, combined with a demonstration of their processing. 3. Active examination of knowledge from emergency planning associated with a demonstration of a possible regional emergency plan, internal and external emergency plan of a stationary facility. 4. Active examination of knowledge of crisis planning with a focus on crisis plans of the region and municipality with an extended scope and the crisis preparedness plan of the designated legal or entrepreneurial natural person. 5. Active examination of knowledge of labelling, registration, handling and storage of documents and other materials containing special facts and the procedure for determining persons to contact with special facts associated with the presentation of such documentation. 6. Samples of elaborated type plans for procedures for solving specific types of imminent crisis situations identified in the threat analysis. 7. Creation of Check sheets; creation of mind maps, preparation of documents for data collection for practical risk analysis. 8. Active verification of knowledge of possible threats (threats) through multi-criteria risk analysis. 9. Active verification of knowledge of performing risk analysis using brainstorming and brainwriting methods. 10. Active verification of knowledge of performing risk analysis using SWOT and HVA methods. 11. Active verification of knowledge of performing risk analysis using KARS and SIPROCI methods. 12. News in the field of financial security of crisis measures and a demonstration of information systems used in crisis management.

Learning outcomes

The aim of the course is to acquaint students with the essence of crisis management, with the causes of extraordinary events and their transition to crisis situations. Clarification of the institutional breakdown of crisis management, with general principles of coordinating forces and resources to resolve crisis situations. Acquaintance with the essence of dealing with extraordinary events and crisis situations, with the procedures for creating strategies for coping with them. Functions and roles of competent persons in the system for dealing with extraordinary events and crisis situations, including familiarization with crisis management information tools. Emphasis is placed on the essence of solving crisis situations and the quality of crisis management in public administration.
Students will know the basic problems of crisis management from the point of view of planning, organizing, managing and controlling activities and will have knowledge not only about crisis legislation with an emphasis on legislation concerning crisis management bodies but also about crisis documentation. They will acquire skills in designing and assessing the effectiveness of security measures related to the deployment of IZS components within the framework of rescue and liquidation work during emergencies and crisis situations. They will have insight and experience in performing risk analyses.

Assessment methods and criteria

Written papers (in WS, a seminar paper of at least 4 A4 pages on the topics of Risk Management, Crisis Management, Risk Management, in SS, a seminar paper of at least 4 A4 pages on the topic of Multi-criteria risk analysis of the municipality or city where I live). In order to be awarded credit, it is necessary to complete 80% of the seminars. In order to pass the exam, it is necessary to obtain credit and have the results of seminar papers accepted. Verification of the study result is an oral examination.
